Criteria for indicator.

The basis of this visualization is an indicator, "Do men and women have equal rights under the law?", published on the website Women, Business and the Law.
The lack of autonomy to interact with government institutions or conduct official transactions may limit a woman’s access to resources and services and restrict her ability to get a job or be an entrepreneur.

Assumptions about women:

  • They have reached the legal age of majority.
  • They are sane, competent, in good health, and have no criminal records.
  • Where married, marriages are monogamous.

Do men and women have equal capacity by law?

  • For women to have the same capacity as men, they must legally be able to do all of the following in the same way as men: get jobs, enter into contracts, use and own property, register businesses, testify in court, get passports, travel, pass on citizenship to their children and husbands, become heads of households, and file taxes.
  • For the purposes of this indicator, women are considered to have less capacity to act if they have fewer rights than men in any one of the areas examined.
  • While every effort was made to ascertain all differentiations between women and men in the areas mentioned, the list of differentiations provided may not be comprehensive.
  • For the purposes of this question, women are considered in their entirety. Thus any law limiting the capacity of married women or of single women means that women do not have the same capacity as men.
  • Customary law is not taken into account.

How to design visualization.

  • The basis was taken as a list of countries located on the page http://wbl.worldbank.org/ExploreTopics/Accessing-Institutions
  • On the homepage of each of the countries in this list is an answer to the question "Do men and women have equal rights under the law?" As well as a reference to a statute which legalized equal or not equal rights.
  • If you answer "Yes" is needed to find the date of adoption of the first legislation on gender equality to the country.
    To do this, searching the Internet on various resources. Full list of data sources is given below.
  • The data were reduced to a table like this:

    For each of the countries from the year the adoption of the Law on Gender Equality and 2011 put 1. In all other cells of 0.

    For example, the year of the adoption of the Equality Act for Country1 is 1982. For Country2 is 1981.

Limitations.

  • The data source does not indicate the date of research. In rendering arbitrarily taken 2011.
  • Dates legalization of gender equality are taken from public sources, the Internet, and there is no guarantee that these data are confirmed.
  • There is no guarantee that we could find for all countries of the earliest documents in which the fixed gender equality. This is especially true of national constitutions. They change quite often, and published on the Internet now operating, ie latest revision. So it's difficult to find a revision of legislation, which was first documented gender equality.
  • For countries that have formed in place of others, taken the date of legalization legislation in the new country. For example, for the former Soviet republics (Belarus, Ukraine, Kazakhstan, etc.) is taken to the date of the legalization of gender equality in their respective independent states formed after the collapse of the Soviet Union, although in these countries during their occurrence in the USSR, gender equality was legalized in the Constitution Soviet Union and their respective national constitutions. Exception - Russia, set 1918.
